POSITION TITLE: Supervisory Librarian
SALARY: MS-12 $ 66,953.00 - $93,734.00 (Subject Division Manager) MS-1410-12/13 MS-13 $76,996.00- $107,794 per annum

HOURS: As scheduled within the weekday and weekend; hours 8:45 a.m. – 9 p.m. (Saturdays and Sundays as assigned)
FUNCTIONS: This position serves as manager of a subject division at the Central Library, the Martin Luther King Jr. Memorial Library. The subject divisions include: Art, Music and Literature; Social Sciences; Business, Science and Technology; New Popular Library; and Special Collections. The position is responsible for the technical and operating program of the subject unit, including implementation of customer service standards; manages subject division programs, services, and the day-to-day activities of staff. The incumbent provides assistance and advice to the Associate Director, MLKML in formulating work programs and priorities; prepares yearly collection, program and supply budgets and monitors and tracks expenditures; supervises the work of librarians, library associates, library aides, consultants and volunteers; plans and carries out new initiatives to ensure effective programs and services; conceptualizes, plans and establishes a niche of specialized service, including programs and services; conceptualizes, plans and establishes a niche of specialized service, including conferences and publications that attract regional attention to the subject division; writes information sheets, fliers, booklets, organization meetings; initiates and participates in the development of community partnerships and regional associations; conceptualizes and writes proposals to appropriate sources of funding to enhance or extend subject division programs, collections and/or services; selects the materials for the division and recommends selection for the neighborhood libraries. Performs other related duties as assigned.
QUALIFICATIONS: Candidates must have a master’s degree in Library Science from an ALA- accredited library school, and a minimum of one year of specialized experience in the CS-1410 (Librarian) series equivalent to the next lower grade level in the 1410 series. The applicant’s work experience must have been of a quality and scope sufficient to enable him/her to perform satisfactorily assignments typical of the position for which he/she is being considered. Emphasis is placed on administrative and supervisory skills, including the ability to organize and develop effective programs of library service. Aapplicants must present a combination of experience, education, skills, self-development, and expertise that demonstrates the capacity to perform the duties of the position.

KSA: 4 Skill in establishing and maintaining effective working relationships with individuals and groups interested in subject-related programs, including the ability to develop community partnerships.

EMPLOYMENT BENEFITS: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon reemployment.
RESIDENCY: A person applying for a position in the Career Service, or Management Supervisory Service, who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no fewer than eight proofs of bona fide District residency and maintain such residency for seven consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the seven–year period will result in forfeiture of employment.
